Governor Ahmadu Umaru Fintiri of Adamawa State on Thursday presented a 2026 proposed appropriation bill of ₦583.3 billion to the State House of Assembly, signaling a strategic shift toward digital governance and massive infrastructure expansion.
Tagged the "Budget of Sustainable Growth and Economic Renewal," the proposal allocates ₦373.7 billion (64.1%) to capital expenditure, while ₦209.6 billion (35.9%) is earmarked for recurrent services.
A breakdown of the sectoral allocations reveals that the Ministry of Works and Energy Development received the lion's share of ₦120.9 billion, followed by Education and Human Capital Development with ₦40.6 billion, and Health and Human Services with ₦31.9 billion.
Governor Fintiri emphasized that the budget is designed to complete ongoing "mega projects," including 21 model schools and the Yola ultra-modern stadium, both slated for commissioning in early 2026.
The Governor noted that the budget was prepared based on a benchmark oil price of $75.00 per barrel and an exchange rate of ₦1,443 to $1.
In a major policy shift, Fintiri announced the transition to e-budgeting, moves intended to eliminate paper waste and enhance transparency.
"The 2026 Budget preparation has a gradual shift from the usual analog system to the present world of digitization. We are introducing e-budgeting to cut costs and ensure funds are allocated for developmental programs," Fintiri stated.
Social Investment and Welfare
Highlighting his administration's "no one left behind" philosophy, the Governor disclosed that:
100,000 additional citizens will receive ₦50,000 each under the Fintiri Business Wallet scheme starting this month.
The state remains committed to the ₦70,000 minimum wage implementation.
Adamawa’s Ease of Doing Business ranking jumped from 23rd to 4th nationally.
Over 50% of the state's debt profile has been repaid, earning the state a BBB+ investment rating.
Reflecting on the outgoing year, the Governor reported that as of September 30, 2025, the state had realized ₦235.3 billion (37.9% of the total 2025 approved estimate). He attributed the performance to improved Internally Generated Revenue (IGR) and fiscal discipline, noting that the state has consistently ranked in the top five of the State Fiscal Transparency League Table.
